Compliance & Regulation

Regulatory compliance

Every shipment we handle is processed under the regulations of the Royal Oman Police, Directorate General of Customs.

Bayan and re-export declarations

Bayan is Oman's official single-window customs declaration system, used for lodging all import, export and transit information with the Directorate General of Customs. As a licensed clearing agency, Bright White Star International manages every declaration your shipment requires directly through Bayan.

Import Declarations

Filed through Bayan for all inbound cargo, with HS classification and duty assessment handled on your behalf.

Export Declarations

Full export documentation prepared and lodged to keep outbound shipments moving without delay.

Re-export and transit declarations

Re-export filings for cargo moving through Oman to a third destination.

Permits & Certificates

Coordination of any additional permits or certificates required by Omani authorities prior to clearance.

HS codes and customs duty

Every item in a declaration needs an HS code, the international number that classifies the goods. The code sets the duty rate and shows whether a permit is needed. A wrong or vague code is one of the common reasons cargo is held, so we classify the goods and confirm the code before the declaration is lodged.

Duty depends on the HS classification, the declared value and the rate for that classification. We confirm it before you ship.

Documents customs expects

  • Commercial invoice with a clear description, quantity and value of every item.
  • Packing list that matches the invoice line by line.
  • Bill of lading (sea), air waybill (air) or the road transport document.
  • Certificate of origin, where your goods or route require one.
  • Permits for controlled goods.
  • Registration details of the importer or exporter.

Why cargo is held at customs

  • Missing or mismatched documents.
  • An unclear description of the goods.
  • A classification query.
  • A missing permit.

We find out the reason, tell you exactly what is needed and supply it so that clearance can continue.

Controlled goods and permits

Goods such as food, medicines, chemicals and telecom equipment need a permit before clearance. Tell us early and we coordinate it with the Omani authorities. For the full guide, see customs clearing agent in Oman.
